U.S. Geological Survey Environmental Data Manager

The U.S. Geological Survey - Wisconsin Water Science Center has an immediate full-time opening for a candidate
to perform a wide variety of tasks in the development and management of environmental data systems.
The Middleton Data Center manages a variety of projects, from local/regional to international in scope. We pride
ourselves in using cutting-edge technologies and techniques to solve data management issues. We support a large community
of customers including scientists, academics, policy-makers and the general public.
Job Details
The candidate is expected to initially work as an assistant on the USGS National Water Quality Assessment Data Warehouse project.
Duties include designing, building, and managing bulk data loading plans, providing user support, writing web-based applications,
developing applications using development tools, and other miscellaneous tasks. The job holds long-term potential, depending on
performance and other factors.
Candidates should be highly motivated to learn new technologies and basic aspects of the nature of the datasets they will manage.
It is anticipated this will likely be an entry-level position, entailing a large amount of on-the-job-training in areas the candidates is
not trained or experienced in initially. Candidates therefore need to be highly motivated to learn new technologies or scientific
arenas they may have not been exposed to in the past.
Minimum Qualifications
- Education or experience in project management, project planning or requirements gathering and analysis
- U.S. Citizenship
Additional qualifications (desirable, not required)
- Education or experience in project management, project planning or requirements gathering and analysis
- Training or experience working with Web-based application development, using Java-based technologies, Oracle Reports,
Oracle Discoverer, or other business intelligence tools.
- Experience using Informatica PowerCenter
- Experience using SQL, especially in an Oracle environment.
- Experience writing code in PL/SQL.
- Experience designing logical and physical data models

Position Title: Environmental Specialist Environmental Services Division Air Quality Bureau
Salary Range: $1,488.00 - $2,244.80 Bi-Weekly

Job Description
The Air Quality Bureau of the Department's Environmental Services Division has an opening for an Environmental Specialist. The primary job responsibility
for this position is to conduct, review, and provide reports on air dispersion modeling for minor source construction permit applications, Prevention of
Significant Deterioration (PSD) permit applications, and special projects, and to generate model ready meteorological input data, under the direction of
the lead worker for air dispersion modeling. Preparation of inputs for air dispersion modeling will include obtaining source operating information and
parameters from construction permits engineering staff and permit applications, and selecting and inputting the necessary source, terrain and meteorological
data. Review of submitted air dispersion modeling will include verifying submitted applicant modeling analysis inputs and assumptions against the permit
applications and applicable modeling procedures and guidance. Model assumptions, inputs, results, and in the case of submitted applicant modeling,
modeling analysis discrepancies and suggested corrective actions, will be summarized and provided to construction permits engineering staff for each
project reviewed. The generation of model ready meteorological data will include obtaining raw meteorological data, quality assuring these data,
formatting the meteorological data for model input, and quality assuring and correcting meteorological data and fields generated by the meteorological
data processor.
Additional responsibilities will include providing technical support for planning activities related to animal feeding operations. Technical support will
include tracking and reporting on developments, programs, rules, and legislation at the state and federal levels related to air emissions from animal
feeding operations and their impact on air quality, and participation in teleconferences and meetings for local, state, regional, and national agricultural
committees and groups.
Abilities and Skills
Ability to effectively use P.C. based computer systems, ability to apply problem solving skills to air quality issues in order to identify problems,
determine accuracy and relevance of information, use sound judgment to generate and evaluate alternatives, and to make recommendations, ability to
apply mathematical and statistical techniques to solve practical air quality problems, ability to read, understand, and communicate clearly and concisely,
both orally and in writing, complex technical information and guidance, ability to attend and represent department positions at meetings, and ability to
transport self as necessary for in-state and out-of-state travel.
Education, Experience, and Special Requirements
Applicants must meet the minimum requirements for Environmental Specialist based on education, experience and special requirements, or an acceptable combination
thereof, as established by the Department of Administrative Services. Applicants must also qualify for one of the following selective certification requirements:
442- Meteorology. Minimum of an undergraduate degree in meteorology or atmospheric science or internships or work experience related to weather forecasting,
atmospheric research, or previous air quality modeling training or work that included processing of meteorological data. The applicant must be able to
discern weather patterns from meteorological data, charts, and graphs, accurately calculate missing meteorological variables from available data, and
be able to identify and correct errors in prognostic meteorological data fields.
