TIME - Observation time

This is the observation time in hours and minutes.

Weather observations are taken around the world. To avoid confusion as to
when the observations are taken, the times are reported to a common time.
This is the time at the zero degree meridian time zone or Coordinated
Universal Time (UTC). The "UTC" is derived from the French (Universal Temps
Coordonne). This is also known as Greenwich Mean Time (GMT) or is sometimes
abbreviated 'Z'.

Mountain Standard Time (MST) is seven hours behind UTC. Mountain Daylight
Time (MDT) is six hours behing UTC. So if an observation is taken at 10:50
am MST this is reported as 1750Z. If an observation is taken at 9:55 pm
MST, it is reported as 0455Z the next day.
